Should Hultzen be in free agent pool?

I am noticing Hultzen in all my free agent pools in which he was not drafted. Is this correct? Is this a change from last year, as it seems like if you didn't make the roster last year you weren't in the pool unless originally drafted in league and then released. Or maybe this is all because of the games in Japan.
