I am not choosing sides in this, but do want to comment that 40-man rosters are not nearly as volatile as a previous poster asserts.
For example, the team I follow most closely, St. Louis, has had the same 38 players on their 40-man for three-and-a-half months now. (FWIW, that will change tomorrow, as one player goes off and two come on.)
If it is decided to draft from the roughly 1200 player pool represented by the aggregrate 40-man rosters of all 30 teams, that should be pretty easy to keep track of and should also be a large enough population to enable drafting 450 of them to make up each league.

You're right, Brian, there is little movement on the 40-man rosters. However, what movement there is occurs right before or right after the season starts--mostly due to teams adding NRI veterans that were signed to minor league contracts. The biggest problem is the timing of these moves: sometimes they are rumored to have already happened, other times they actually occurred. Who wants to deal with that confusion?

The best solution (IMHO) for 2006 is to have a static list of anyone who accumulated 2005 MLB stats as your eligibility pool. The key minor leaguers would get their cup of coffee and qualify... done.
Add an 'exception' rule where people can email or post player names and Greg and Tom can approve them. Say close the list 3 days before the draft and then email it to every participant as well as have handouts with the list of acceptable exceptions and we've got a viable, workable player pool.
Now, if you want to legislate the baby pitcher strategy then toss in 100 IP minimum and you'll have achieved a token victory and we can all pretend nobody can punt pitching
