It occurs to me that even if you had an issue with finding an offsite auction where you could run the first part of this game, if you had all 15 owners committed to being online for up to 6 hours on a given date, you could run the auction in the chat of an NFBC league.
It's really no different than the implied trust which goes with using placeholder picks in chat. If you use the HTML chat, there is a complete transcript of the chat available even if the screen is refreshed or if you log out and back in.
It wouldn't be as fancy as using draft software and you'd need someone to run the auction but that's really not unlike most leagues where one person assumes the role of babysitter and collects all the cell numbers and keeps track of the placeholder picks.
It would still have to be a private league not eligible for the overall prize but I see how it "could" be run on NFBC if need be.

We essentially do this in the contract league. It seems to take longer in this way because so many folks chime in with the same bid at the same time, where an auction site eases this. It's ok in the contract league because players are limited.
Also, if we were to do it in a public forum, others not involved in the auction may slow the process with comments.

FWIW - your underestimating the role of the babysitter but that's OK, not a show-stopper.
But the bottom line is we're not going to need to do it.
