I have a hunch. Since only one league took him at the draft, I am guessing he may have been an illegal pick in that league. Can someone look up to see if he was on the 40 man at that time?
I also note that Yan was designated for assignment and I am guessing that was done to get him off the 40 man

YES. In Chicago League 3, Jered Weaver was selected by Blues Brothers with pick 18.11 (3 spots earlier than his brother Jeff by the way).
The draft facilitators screwed up BIG TIME because this player was NOT ELIGIBLE to be drafted.
BIG PROBLEM... MAJOR CONTROVERSEY... WHAT TO DO?

YES. In Chicago League 3, Jered Weaver was selected by Blues Brothers with pick 18.11 (3 spots earlier than his brother Jeff by the way).
The draft facilitators screwed up BIG TIME because this player was NOT ELIGIBLE to be drafted.

I knew there would be some instances like this, but everyone was aware that certain players could not be drafted and in the fairness of the competition for each city, if this happens those situations will be dealt with and the players will be put back into the free agent pool.

It looks like Weaver was drafted in Chicago 3 and then dropped by the team that drafted him. He was then picked up by a different team on waivers on April 23rd (for $11). Looks like current owner didn't do anything wrong in picking up Weaver.

Looking ahead to next year and beyond ... I would suggest that owners be allowed to draft any player they wish, regardless of whether he is on the 40-man rosters. This would have made players like Jered Weaver, Alex Gordon, and Chad Billingsley available for drafting. I realize this would involve having more players in the database, but I can't imagine this being much of an issue. Also, since the NFBC is not a carryover league, no one is going to draft a player who is clearly a year or two away from reaching the big leagues.

Easy call, the team that drafted him should of known that he wasn't eligible. I don't think you can expect the facillitators to know all the eligible and non-eligible players, but the other participants in the league should of known and obviously said nothing. The team that picked him up should of known that he wasn't eligible, yet did so and by doing so should of been prepared for the possibility of this situation.
This could have been avoided if the league administators had checked all rosters after the draft and/or at least checked all drops to make sure no ineligible players were in play.

1. Jered Weaver was (illegally) drafted in Chicago 3;
2. The team that drafted Jered Weaver subsequently cut him; and
3. Jered Weaver was then placed in the free agent pool and was up for bids to all teams in Chicago 3.
If this is all accurate, then the remaining 14 teams in Chicago 3 all had an opportunity to bid on Weaver (prior to his addition to the 40 man), but all had an equal opportunity.
I seriously doubt that any manager decided against bidding because Weaver was ineligible. Had a manager questioned the eligibility, he/she likely would have contacted Greg/Tom and asked, rather than abstain from bidding.

The key thing you said, that everyone in Chicago 3 had an equal shot to place a bid on Jered Weaver back when he was available as a free agent, should really be the end of the discussion. It may have been earlier than he was supposed to be available, but there's no denying the fact that the situation was completely equitable and fair to all 15 teams.
It's too late to truly make that possible again, so the kid should absolutely remain on the team that won him with their bid back in April.

What about the team that read the rules, knew the rules, played by the rules and thus decided not to bid on Weaver because they felt that a mistake had been made and trusted that it would be taken care of? Now they don't have the opportunity to bid on him. Is that fair?

I don't get how this problem happened in the first place. I assume at the draft there was no tag with Jared's name on it. At the point at which he is drafted, doesn't the league administrator think something, at least, is fishy since there is no tag and check the eligibility list? The same thing seemed to happen in the league next to mine where someone drafted Brandon Wood and there was a big disturbance as they couldn't find his tag and I had to shout over that he wasn't eligible. I was lucky to have a great league administrator who was knowledgable about every player. I doubt this could have happened in LV3.
At any rate, I'd advise the NFBC to have their lawyers help to make this decision as the rules clearly don't cover it and losing teams involved could later claim that they were cheated by being allowed the draft pick or one less space on his team or that the faab next week created an inequity in the competition because Chicago 3 now has a much better idea of Weaver's worth, which was an advantage that other leagues didn't have.
I'm no lawyer, but I would think that because the NFBC allowed the move in the first place, they should stay the course, though one might argue that this creates inequity in a different way.

It's not a STATS boo-boo, we missed this pickup and by we I mean Tom and I. This owner will get his $11 FAAB back and Weaver will go back into the free agent pool this week. It's not a tough decision as the rule needs to apply fairly to all 22 main event leagues. The 40-man rosters were implemented as I explained above for a number of reasons and we need to follow the guidelines so that every league is competing fairly. The only backlash is that this owner could have filled this roster spot differently over the last five weeks and that is our fault. But no stats have been accumulated in the meantime and in fact he didn't even have him in his starting lineup for this week, so no harm no foul.
Again, we knew the 40-man roster would be tougher to implement on Draft Day and during the season if there were mistakes on Draft Day, but in the end it had to be implemented and it will be administered correctly. Let's move on.

It's not a STATS boo-boo, we missed this pickup and by we I mean Tom and I. This owner will get his $11 FAAB back and Weaver will go back into the free agent pool this week. It's not a tough decision as the rule needs to apply fairly to all 22 main event leagues. The 40-man rosters were implemented as I explained above for a number of reasons and we need to follow the guidelines so that every league is competing fairly. The only backlash is that this owner could have filled this roster spot differently over the last five weeks and that is our fault. But no stats have been accumulated in the meantime and in fact he didn't even have him in his starting lineup for this week, so no harm no foul.
Again, we knew the 40-man roster would be tougher to implement on Draft Day and during the season if there were mistakes on Draft Day, but in the end it had to be implemented and it will be administered correctly. Let's move on.
