I am just seeking a rules clarification. I want to know where Jeff Locke fits in the free agent rules. He was picked up by a number of teams yesterday where I believe he wasn't drafted on draft day. As best I can tell, he started the year on the disabled list. He then I think was taken off the disabled list and optioned to the minors on April 11, 2014. He hasn't pitched in the majors this year. The rules say minor leaguers must pitch in one MLB game to be added to the free agent list. Is it that he pitched in the majors last year that gives him eligibility yesterday? Thanks.

I believe by being on the disabled list to start the season is the key factor here as he does get service time for that.
