MLB Rule Proposal

Any pitcher will be disqualified from being awarded a Win that gives up 2 or more earned runs per innings pitched, unless he was the winning team's most effective pitcher in the judgement of the official scorer. In such a case where a starter would have been awarded a Win, the team's most effective reliever would instead be awarded the Win. In such as case where a reliever would have been awarded a Win, the starting pitcher will be awarded the Win if he pitched the minimum 5 innings and his team was leading when he left the game.
..... Greg Maddux last night leaves after 5 shutout innings leading 4-0. Later in the game Linebrink comes in for one inning, walks two then gives up a game-tying 3-run homer and is rewarded with a Win when SD scores in the bottom of the inning for his 1-IP, 3-ER performance. So the Win is awarded to the WORST pitcher on the field last night on either team, everybody in the game knows this is bad scoring - Linebrink himself would want the Win to go to Maddux - does MLB even think about this stuff? .....
