League Placement

I have not entered my team yet but I am going to soon and am wondering how it is determined what league you are placed in. Are leagues formed based on when you pay or are they formed by draw near draft day? Thanks in advance for the the info.

hey okie still smarting from the whoopping from LSU and kansas state
