When can we bid in Faab on a minor league player?

Is it after he is brought up to the active Major league roster or must we wait until we plays?

For instance, if there is a minor league pitcher I have interest in, does he have to start a game first in the majors before I can bid on him? Then again, he likely would only get called up right before he is to start anyway.

He doesn't have to play.
He has to be rostered on a Major League team on the Saturday before the Sunday faab.
