I see the new rules that teams that get less than 600 innings pitched recieve 1 point in the catagory..but...what about the other teams do they freeze at what they earned or do they move up 1 point?
Example team # 12 gets 15 points in era and whip
team # 2 gets 16 points in era and whip but has less than 600 innings pitched,,,, does team number 12 move up to 16 points or remain at 15 points and do 2 different teams get 1 point in era and whip?
minimum innings pitched 600 ?

They freeze at where they were in the standings. Nobody moves up or down, just the team in error gets 1 point in those two categories. Two teams would then get 1 point in ERA and WHIP.
