NORTH CAROLINA residents??

Just wondering if anyone lives or has lived in N.C.??
The reason why I ask is.....last week as we were traveling back to Florida, from Ohio, we were "patiently" following a state patrol car for miles....all of the sudden he decided to actually drive and took off from the traffic, a couple miles later, the statie proceeds to speed up to get in front of a car, the next thing we see is the statie swerve over in front of the car and slam on his breaks....he damn near caused the car to crash into the back of him, which almost caused the entire interstate to have a HUGE pileup.
We were driving on a 4 lane hwy and the car was traveling in the left lane.....the car attempted to get in the next lane, the statie FLEW in front of him again...and again, the car almost hit him, as well as the many cars behind...all of us had to slam on our breaks.
Now I ask, is this normal?? Does anyone live in a state where this is the norm, the officers pull in front of the cars they want to stop?? I've never seen anything like this. The statie didn't even turn his lights on...it was almost as if he was wanting the car to hit him. It seriously almost caused a huge pileup.
Has anyone else experienced or seen anything like this?
