My only concern with him, and it is an enormous one, is his health.
I don't disagree on the merits of the 2 AZ pitchers, but with tiny samples that RP's get, Lyon could get lucky in his first 30 innings and Pena unlucky and then you have at least 2/3 of the year before the appropriate change happens. I just think it is really hard to plan on it happening in the first month.

And if you're saying fake Tony Pena, you gotta say Wood. I know in our league Wood went later and I would gather that was the case in most. And he HAS the job.
I do think fake Tony Pena ascends to the position, but that's a ways from happening.

I actually like Pedro to stay pretty healthy this year and just pitch a little differently and be a 6 inning guy. 145k's in 175 innings is not too bad. I get that if he strikes less guys out more balls get in play and it hurts his whip- his whip could go up a lot over past history and still be pretty darn good.
As far as Nor Cal- I would have taken Wood the next time he came to me. I do not own Pena in that league but wish I did.

Pedro's WHIP looks good every year except the short year last year, but I evaluate WHIP more based on the underlying stats anyway.

My pick is Mark Reynolds.
I picked him up in the 17th round in most of my drafts and his adp was right around that.
I think that with Chad Tracy still trying to come back and Tony Clark gone gives him a good chance to get 500+ at bats.
Last year he hit 17 dingers and was 60-60 with 366 at bats. He should hit 25+ and be 80-80 guy if he gets the opportunity.

Other than Kouzmanoff, there isn't anything exciting about San Diego's line-up. He won't score a 100 runs and could struggle for 100 RBI if no one hits in front of him.
