i just googled that and it led me to an orioles blog about wieters. it said 13 days ( maybe games) into season. not a lot if that is correct.

i think my answer is a reverse of your question. i took it to be regarding witers and control- maybe it is pointing to something else. minors 13 games= 1 more year of control.

Its a little murky to me. After 12 days the club has his free agent year covered. But after seven or eight weeks the club also delays the arbitration clock.
This also gives the club leverage in signing the player to a long term contract as in Longoria's case.

i think doughboys answer makes more sense and why they say mid may. i only googled arbitration. looks like there are 2 clocks- and boras. in a normal year mcphail had a great plan. sign 2 guys in freel and wiggington that can play anywhere. sign roberts. hope mora, roberts huff get off to nice starts. trade 2 of them and play freel and wiggington. in this economy that might not work as well- but the yankess might need a 3rd basemen.
