Position Eligibility For 2016 NFBC

Each year we need to make a call on the Position Eligibility for certain positions. Per our rules, it's for these players in 2016:

9. Position Eligibility

The NFBC will use the following position eligibility rules in 2016:

b) If a player did not appear in 20 games at any position, he qualifies at the one position he played most frequently the prior season in the majors. Designated Hitter is considered a position for these purposes (pinch-hitting is not). A player who only qualifies as a DH may only be assigned to the UT position. If a player's most games played at a position is less than 20 and tied among more than one position, the NFBC commissioner will assign eligibility at one position only.

c) Those players who only pinch-hit in the majors in 2015 will be position eligible according to their minor-league games played status in 2015. They would qualify at the position they played the most games in the minors.

So here's the Commissioner's Decision on the following players:

Adam Rosales, Texas: 1B (19 games at 1B, 19 games at 2B, was 1B eligible in 2014)
Don Kelly, Miami: 3B (1 game at 1B, 1 game at 3B, played 2 games at 3B in AAA)
Donovan Solano, Miami: SS (10 games at 3B, 10 games at SS, 16 games at SS in AAA)
Doug Bernier, Minnesota: 3B (2 games at 2B, 2 games at 3B, 51 games at 3B in AAA)
Joaquin Arias, San Francisco: 3B (8 games at 3B, 8 games at SS, 2 games at 3B in AAA one more than SS)
Matt Duffy, Houston: 3B (2 games at 1B, 2 games at 3B, 75 games at 3B in AAA)
Dean Anna, St. Louis: 2B (10 games at 2B in AAA)
Elias Diaz, Pittsburgh: C (2 pinch-hit at-bats in majors; played C in minors)
Steve Lombardozzi, Pittsburgh: OF (10 pinch-hit at-bats in majors; 38 games at OF in AAA)
Gary Sanchez, New York Yankees: C (2 pinch-hit at-bats in majors; C in AAA)
Kyle Waldrop, Cincinnati: OF (1 pinch-hit at-bat in majors; OF in minors)
Garin Cecchini, Boston: 1B (1 game at 1B and 1 game at DH; 23 games at 1B in minors)
Christian Walker, Baltimore: 1B (2 games at 1B and 2 games at DH; 130 games at 1B in minors)
