Catcher depth or lack thereof?

I'd really appreciate if someone could explain why 13 catchers would go in the top 120 picks in a NFBC points based league (Cutline).

Does the 2 catcher format really demand that you bump these guys up so high?

I had 10 catchers in the top 120 of my cutline rankings. The replacement value is so low in two catcher leagues, even 10 team cutlines where most teams typically draft 4, that I think they should be bumped up some.
