Free Agent Question

It's only a $2 difference but i want to check in case i did something wrong.

Bid 1. Casilla 23

Conditional Jay 22

Bid 2 Jay 24

I got out bid on Casilla but I got Jay for $24 with no other bid. Why didn't I get Jay for $22 ?

no matter how the bids are listed, the software evaluates it strictly by dollar amount
